It's the right tax move. But it's the wrong time.

With value-added taxes such as the GST, watch along the chain of production is able to offset taxes paid by having an equivalent credit - leaving the final consumer to deal with any burden.
And that advantage doesn't accrue to simply manufacturers. It goes to the business that has to purchase inputs of any sort,[link widoczny dla zalogowanych], from paperclips to nuclear reactors to muffins.

Yet that is what this reform does. In the negotiations with Ottawa, Ontario did have the ability to win exemptions for any small selection of items not currently subject to PST, including books, diapers and children's clothes.
But a host of other commodities and services that was previously exempt from the PST will be taxed, ranging from cab fares to cheap shoes.
Chief among these is energy. Motorists may have an additional 8 per cent tacked onto their gasoline bills. Householders will pay 8 percent more for hydro and home heating,[link widoczny dla zalogowanych].
The government argues these new tax hikes is going to be offset, simply by $1,[link widoczny dla zalogowanych],000-per-family subsidies financed by Ottawa and in part by its income tax reductions.
And it's true that by 2012, when these changes are fully implemented,[link widoczny dla zalogowanych], Ontarians as a whole will be no worse off in overall tax terms than they are. All will be paying more in sales tax. But some, specially those at the lower end of the wage scale, will be paying less in tax.
Indeed,[link widoczny dla zalogowanych], the next long-term fiscal effect of yesterday's finances are to shift taxes paid by individuals from income to consumption while, simultaneously, lowering business and corporate taxes - all of which is within line with current conservative orthodoxy.
To become fair to Duncan, there's much worthwhile in the budget. This year, Ontario intends to spend $5.1 billion more on infrastructure and $295 million more in child tax benefits for the poor. Such moves are useful anytime but particularly necessary for an economic slump.
